Implementation of Health Information Systems and the Quality of Administrative Services at Community Health Centers: A Literature Review

Objective: This literature review aimed to identify and analyze the implementation of health information systems and their relationship with the quality of administrative services at Community Health Centers (Puskesmas). Methods: A literature search was conducted across several electronic databases using combinations of keywords related to health information systems, Community Health Center Management Information Systems, administrative services, service quality, and Puskesmas. Articles were selected based on predetermined inclusion and exclusion criteria and were subsequently analyzed and synthesized using a descriptive narrative approach. Results: The findings showed that the implementation of health information systems can improve the quality of administrative services by accelerating patient registration, facilitating patient data management, supporting documentation and reporting, improving document storage, and providing more accurate and accessible information. Health information systems also help reduce duplicate data entry, improve staff efficiency, shorten service times, and support decision-making. However, successful implementation remains influenced by infrastructure readiness, network stability, device availability, staff competence, training, management support, system integration, and data security and confidentiality. Technical barriers and limited user competence may lead to service delays, data-entry errors, and suboptimal system utilization. Implications: Community Health Centers should strengthen their technological infrastructure, improve staff competence through continuous training, provide technical support, and conduct regular system evaluations. The implementation of integrated, user-friendly health information systems that are aligned with service needs is expected to improve administrative efficiency, information accuracy, community satisfaction, and the overall quality of Puskesmas services.
